There are some additional difficulties in customs clearance for the goods that require certification. According to the customs legislation such goods can require some additional examination in the specially-equipped places. For example, if you want to import meat you should firstly get the proper certificates in the local veterinary service that can be situated far away from the customs.
Certification of goods is one of non-tariff measures of import control. The other non-tariff measures are prohibition of importation for one country, group of countries, particular customs or economic union, or prohibition of importation for goods of some particular kind.
If the imported goods should be certified the declarator should apply for their certification in the Russian Rosgosstandart regulation organs or authorize the foreign certificate for the correspondence to GOST R.
For the export certification is not required. This procedure can be also omitted when the goods are imported for personal use by an individual.
The customs organs control the correspondence of the imported goods to its certificate, the validity of the certificate itself, legality of its issuing and the other required information.
