Harmonized Commodity Description and Coding System (HCDCS) codes were introduced for a fast recognition of the load properties using special numbers. In Russia are currently used HCDCS codes approved by the code agreement with the date of approval 19.03.2012.

HCDCS codes are used in many customs control operations and allow to make the process of customs clearance much faster.

The classification of loads using HCDCS codes has three main criteria:

1.Definition of raw material or the material the goods are made of.

2.The functions that the imported goods will implement.

3.The state of goods readiness for its target use.

HCDCS codes are defined by the person who fills in a declaration. The codes are checked by the customs officers.

Then these codes are used for processing duties for a particular goods or implementing other operations connected with a kind of goods defined in the code.

For checking the validity of a HCDCS code customs officers check Customs Cargo Clearance Form and determine the correspondence of the declarated load to the defined code.
